The world outside of Neo-Tokyo is a wasteland. There is no other way to describe it. The atmosphere is barely breathable due to the smoke and fumes. The ground is burned of all traces of life for the majority of the world. Cities lay in ruins and the world as we knew it no longer exists.
Even though Sailor Moon had moved all life to the city, life found a way to exist. New breeds of creatures exist outside the walls of the city and most are dangerous. There are sparse groupings of vegetation, but they are often toxic and or inedible. Most of the metals and wooden buildings on the planet have fallen into decay. When teams are sent outside the city they are often sent for a specific purpose and usually with heavy guard. Being in the wastelands is dangerous, always.
